Launch help wanted page for lesson contributions and maintenance

Goal 4 of our strategic plan is "Facilitate the creation and maintenance of relevant, high-quality, Community-curated curricula."

One of the objectives under this goal is to:

• Improve the overall experience for contributors by developing accessible templates and documentation, revising existing processes and documentation for novices, and curating contribution opportunities for new contributors.

The scope of this issue is "curating contribution opportunities for new contributors".

We have a proof-of-concept page but it needs some additional work in order to be useful for the community:

• [x] Commitment from Maintainers to consistently curate their use of this tag to avoid stale issues appearing.
• [x] Updating of GH repo descriptions so that names on page are consistent.
• [x] Incorporating this page into our documentation (e.g. into checkout episode for Instructor Training)
• [x] (Possibly) additional filtering options so contributors can sort by e.g. technology, lesson language. This should be possible through topic tags that already exist on each of our GH repos.

The page was launched in October 2020. Maintainers can opt into having their lesson included on the page, and can refer to guidance on the page itself and in the community handbook to learn more about how to label their issues and use the page effectively. In Instructor Training, trainee instructors are encouraged to check this page when looking for a contribution to make in the training checkout process (1, 2, 3). Developers of lessons in The Carpentries Incubator are also encouraged to list issues from their lessons on the Help Wanted page, in the Curriculum Development Handbook and during the Lesson Development Study Groups program. Finally, the page has been documented in The Carpentries Handbook.

The Curriculum Team is exploring options to provide additional filtering/searching of this page, as well as the Community Developed Lessons page, and hope to have something in place in the coming months.

Filtering and searching functionality was added to the Help Wanted page in May. It can still be improved, for example by providing a way for people to link to a pre-filtered table, but I believe this issue can be closed now.
