rename May TLC minutes and upload meeting guide outline #299

Just renaming the May TLC meeting minutes to be consistent with the other file names.

Also a bigger change - adding the outline of the trainer's meeting guide to the policy directory. Filling out the outline in more detail should serve as an initial draft.
