Admins can demote themselves
Steps to Reproduce:
Login as a Site Admin
Navigate to Admin -> Users
Attempt to demote the account you’re signed into
Notice Admin tab, upon leaving has changed and you can no longer access users (and other pages depending on what you demoted yourself to).
