add textgrid utils from current-studies #129

Should be merged simultaneously as the PR for current-studies which removes these files

I did just realize that get_gitPath uses the forced aligner scripts to find current-studies, so that will have to be changed

Good call. I just made a dummy file that has a low likelihood of moving out of current-studies and breaking things.

Are only the get_uev files being moved?
