"Adaptation" culture perk not working as intended? #46

I had a two 30+ cities and two 20+ cities and 5 10+ cities but when i picked the perk i only got 3 happiness back. Was expecting getting at least 10 more happiness. Got the stats? What's the total unhappiness?

Looks like total unhappiness is -212, but heres screenshots before and after adaptation picked

Hmm, looks like a vanilla bug - I have no idea how to fix it atm
