Allow students to register for Carrot U #83

As a student I want to register to be notified for the next session. As a student, I want to log in to the web app to fill out and submit an application.

We already have Okta login, so we don't need people to register directly, we can collect user data from that.

This functionality is in place, though the actual notification of the waitlist needs to be done.
