New Feature: Add images posted in chat to a Piwigo website gallery. Images should be sorted into albums by user. Add #tags from text posted with the image.

We should have some sort of consideration for private or nsfw channels, so we should have a #private and #nsfw tag that causes things to behave differently. Another approach might be to opt in to the gallery posting through adding a tag to an image, so that an untagged image doesn't get posted.
