dukpy 0.2.1 began distributing wheels for Python 3.7. So PyPAC can now claim Python 3.7 support.
Have CI run against Python 3.7.
dukpy 0.2.2 fixes the memory leak, which fixes #32.
sys_platform is probably the correct environment marker, instead of sys.platform. Should fix #30.
