Add link or cheat sheet of server commands to pregame screen #4

What steps will reproduce the problem?
1. Login
2. Join a game (pregame.jsp)
3. See help for server commands

What is the expected output? What do you see instead?
- Some kind of help/link or popup/slide down list could available
- Not too much at the moment...

What version of the product are you using? On what operating system?
2.2.99 test .Google Chrome on Windows Vista

Please provide any additional information below.

Solution possibilities :

- a static link
- a dynamic link with content fetching (UI tricks popup data, tree-like-
enable-disable, etc.)
- a cheat sheet, Could cheat sheet be done by extracting httpresponse 
http://freeciv.wikia.com/wiki/Server_commands And using only the "Contents" 
table?
- ajax finder finds from freeciv.wikia.com (wikia com APIs???) (no 
submittting of find-request is needed)
