Feature/bump to debian bookworm

This PR will make changed to the offchain/Dockerfile to:

• remove grpc_health_probe from state-server image;
• update debian base image to bookworm;
• update rust to 1.70.0.

grpc_health_check was removed from server-manager container image for security reasons and rollups-examples is not using this, even for state-server

We could remove this from the state-server image too.
