Add libabsl-dev to the package.xml dependencies. #1875

This will allow the ROS buildfarm to properly install dependencies when attempting to build this package.

All right, the libabsl-dev rosdep key has now been merged into upstream: https://github.com/ros/rosdistro/pull/32226 . So I think this should be good to merge in here.

i've found that "libabsl-dev" is not available in Ubuntu bionic (18.04) anymore (29-Jun-2022)
