In readme.md the provided link isn't addressing the consuming the packages using cli #1287

Hey @prakrit55 The link talks about consumption of packages using kapp-controller which is desired. We currently don't have a README for the cli, and it should be in the cli directory. Would you like to contribute a README with some details about the kctrl? (Like installation instructions, basic usage and link to docs)
