updated to terraform 0.13 #4

Any possibility of terraform 0.14? Or is this compatible?

@braunsonm I've been using terraform 0.14.3 with the updates and I am currently not seeing any issues. You'll probably need to run terraform init to have the new provider lock file created. See https://www.terraform.io/upgrade-guides/0-14.html
