&, <, and > aren't escaped correctly if used in product names or descriptions #1

What steps will reproduce the problem?
1. Post a cart with an item that has the characters &, <, and > in the name.

What is the expected output? What do you see instead?
I'd expect to see those characters in the name. The < and > don't appear.

The encoding to use is outlined in the Checkout Developer's Guide:
