Produce unit tests for Config Section

This is in response to issue #24.

I will build the unit tests for the config sections.

Added unit tests for Config Section Helper

I added a .nunit file to support the app.config file that is required for the 
tests.

Added a Readme.txt file to explain why the unit tests will fail if you don't 
load 
the .nunit file.

Revision 129 has these changes.
