I just posted a blog post that contains at least partial answers to two of the 
questions on the linked FAQ page:

Usage  
2. How do I process notifications sent by Google?  
3. How do I read merchant-private-data from a notification?

For #2, I used ASP.NET MVC against the 2.5 API.

There has been an example added called api25notification that is based on the 
url provided.
