Avi render not rendering PSX PAL games correctly. #396

What steps will reproduce the problem?
1.Load any Pal game, or Gran Turismo 2 for extreme test.
2. Record avi.
3. Check recorded avi.

What is the expected output? What do you see instead?
Expected AVI File with a constant 800x576 output.

The recorded avi gets constantly split when PAL PSX switches modes.  There will 
be mismatched files of 800x288 and 800x576. Most games will stay in one mode 
with only splitting happening between bios and game, but some games like GT2 
switch modes a lot.

Absolutely no issues with NTSC recordings.

What version of the product are you using? On what operating system?
SVN9076 , windows 8.1 64bit.

Write what PSX options youre using, then think about what you just wrote and 
understand why what youre experiencing is happening.

Pixel pro mode is being used.  I know why it's happening Which is why I 
submitted the bug report.  For some reason pal low res mode is not being 
vertically doubled by the 'avi' renderer. (game/preview window works absolutely 
fine).  For ntsc both laced and non laced modes are doubled properly by the avi 
renderer so no file splitting occurs.
