Changes to be done in ResOpsES v3.0 to be consistent with ResOpsUS v1.1.

[x] Name files according to the GRanD ID.
[x] Do not normalize the time series: storage in hm3, inflow and outflow in m3/s
[ ] Include elevation in the time series
