Fix reference frame conversion #187

Idea here is that we map to astropy arguments, which are typically lower case.

Also clean the conversion code up a bit more... It confused me quite a bit initially :)

Note that this actually generates one warning in the test cases... Apparently one measurement set has "J2000" as "Ref" for UVW?
