refactor: A new dashboard frame #98

Description :

The Frontend has been refactored. In this frame, we have add pages for add/edit, fixed the bugs footer, add a login page(for user management in next stage). For more details, you can check casbin-dashboard to view the modified code.

@GopherJ Sorry to reply so late. I have resolve the problems you have mention above. I changed the API to a REST frame, and modified the layout. Next time, I will put small issues for better review. Please review again. Thanks for your advice!
