fix #227

Add unit test for concurrrently call Transaction
Upgrade gorm to v1.25 for upstream fix https://github.com/go-gorm/gorm/pull/6149, this will also fix #228

NOTE:

Functions in casbin does not support concurrency and may cause race conditions by now
Revert #226 before merge this
