Test STMP connection failed. #2976

scenario:

  1. Identify -> Provider
  2. Add new EMail Category Provier with Default type
  3. fill the STAMP server info.
  4. Test stmp connection always field.

reason: STMP server info can't be fetched by casdoor server, because I didn't press the save button now.

amending advice:

  1. give clear error message. I spend lot's of time on tracking this issue as the error message misguided me.
  2. fix the problem, casdoor server should test stmp conneciton with the parameters on the client side.
