TwitterPicker - hideTooltip prop to hide Swatch tooltips #820

For TwitterPicker, and other components that use Swatch, I would like to be able to disable the title property of the Swatch.

I have not been able to find a workaround with CSS, but this could be solved with a prop that can omit setting a tittle value on the Swatch's div.
