Bump CASE validation to CASE 1.1.0 #6

If I recall correctly, this will still fail CI due to needing other code updates. But, merging this will introduce the IRI typo-checker to CI.

Oh, scope-creep. There's a GitHub note about node.js that came with the action log. Follow-on patch coming.

Ah, I'd missed that #5 is still open.

Closing this PR as duplicate of #5. The base checkout action is now being handled in #7.
