Remove Legacy Requirements #107

After discussion with @ajnelson-nist, issue #106 can be resolved by removing /requirements.txt as the dependencies are inherited through the import of UCO's tests/requirements.txt.

I'm skipping the review checklist on this one because if this file were being used by anything, we would have realized an issue long ago.
