Release 0.7.1 #109

Note that to isolate effects of adding versioning, the Feature-UCO-Issue-437-0.7.1 branch was started at the beginning of develop after the 0.7.0 release. There is also a dependency on UCO's 0.9.1 release being made first. So, this PR needs to be handled in the order of the coordination checklist.

[x] UCO submodule updated to track 0.9.1 tag

@eoghanscasey had approved this earlier, but this PR had to be updated to get some cascaded changes (particularly the UCO 0.9.1 tag). Otherwise, just a ChangeLog line changed.
