This PR does not require committee processing for merging. It should pass CI and receive an approving review, though.

This PR is part of delivering UCO Issue 612 via the CASE website.

This catches UCO's develop up to the merge just prior to the state that would be incorporated by CASE PR 159. There is otherwise no implementation specific to CASE.
