Update NIST licensing text #164

This is a maintenance Pull Request, incorporating no new features. This also updates the UCO pointer to the adoption of UCO PR 642, which was also about updating licensing text in line with updates done throughout the CDO ecosystem.

I suggest processing this with the bugfix workflow - i.e., no committee action necessary, as it seems unfitting for a Solutions Approval vote.

Once CI passes, this PR can be merged.
