Move examples directory to own repository, CASE-Examples

This patch enacts the final changes planned in ONT-240 and implements CASE Change Proposal 7, available at: https://drive.google.com/file/d/1DiLxBTQYt0FQSdjn3mX6RabhqK9QbiDo/view via https://caseontology.org/resources/references.html

The ChangeLog format was selected on the assumption of ONT-288 resolving with no changes.
