@plbt5 - this PR is not ready to merge. I've filed a PR as part of trying a practice I suggested to UCO, that committee review be done on branches that have passed CI testing. CASE triggers CI testing on PRs being initiated.

This PR is to signify CP-21 is ready for solutions review in the next CASE OC meeting.
