Adopt UCO revision of ontology IRI structure #79

This PR resolves porting of CASE CP-34 to UCO, and adopts the earliest UCO develop branch state that incorporates the update.

Revisions to the unit testing framework were also incorporated to port effects of other UCO proposals. Relevant UCO proposals are referenced in the commit notes.

As this PR is a resolution of multiple voted-on proposals across CASE and UCO, and as the CDO Technical Steering Committee voted to let CASE adopt UCO releases without requiring committee action, this PR is submitted for merging without requiring committee action.
