command line tools should be added to week 1 #1

at what point is it most appropriate to have students install command line tools? this apparently needs to happen prior to setting up .gitconfig.

this is always a pain point (takes forever to download from apple when entire class hits server simultaneously), should assign as homework, hopefully most will finish prior to the lab that requires it.
