Drop iOS 12 from CI #111

Since https://github.com/cashapp/AccessibilitySnapshot/pull/106 has landed, iOS 12 is no longer supported via SPM. This continues down the deprecation path for iOS 12, dropping CI for it.

@NickEntin I think we'll need the Xcode Build (iOS_12) required status check to be removed from the repo settings in order to land this one as well.
