Split the hibernate shard in two #3359

It's the long pole in CI and splitting it into two should reduce the wall-clock time to finishing the CI run.

This is admittedly very rough and can be refined later if we need to.

I don't have admin permissions on misk, but need somebody to update the branch protection checks. (Drop the requirement on testShardHibernate, merge the PR, then add requirements on testShardHibernate1 and testShardHibernate2)
