Bazel plugin #618

I mentioned during my Droidcon NYC 2022 talk that Uber is interested in developing a Bazel plugin. I've since heard that there are other community members who would be interested in such a feature, so I'm opening this tracking issue to foster that dialog.

We at Lyft would definitely be interested in supporting this as well. I'm curious if any progress has been made? We would love to start using paparazzi to run snapshot tests on our CI!
