Balance less than 10CSC #229

Added CR8 token to activated CSC account and the balance went to 9.75. Shouldn't be lower than 10 and a token should not be allowed to add if balance is less than 10CSC+fee.

This is the intended behaviour, that's why we have the reserve in the first place, so we can set some balance aside to be able to make transactions. The reserve below 10 won't allow to make CSC transactions, but will enable token transactions as well as adding token to wallet. Let me know if this is clear enough or if you need some more information about this.

This needs to be fixed. The balance should never drop below 10 +n (1 for each added token)

Since we are in a new round of enhancements, I will add this as a new feature for the upcoming version just as @whywefight asked.
