[SIDECAR] RPC discovery for speculative server

AC:

As a user of sidecar RPC JSON API I want to be able to: List methods of the speculative API Discover input and output types of the speculative API

This is already done for the "regular" server, I except it to work analogously (see "rpc.discover" method)
