Update "Working with Existing Ethereum Keys" in dapp dev guide #569

Objective - Once #3154 has been implemented, we should update "Working with Existing Ethereum Keys" in dapp dev guide section to describe using the rust client rather than JS scripts.

@ipopescu, the dependent issue on casper-node backlog. I will check the prioritisation with casper-node team and get the timeline defined
