Re introduce Elm #17

It can be cumbersome and painful, but it may actually be worth it :)

There is pretty much nothing there right now; but Elm is back in with some basic routing and fetching the initial database names.

./build.sh to build the elm and compile it to static/index.js.

Hyperapp is still there, and has the same static/index.js as target.
