Currently all scraping must be done from command line; this needs to be automatic.

Add the ability to schedule on data management page, with scrape now and update schedule buttons
Write a scheduler that can automatically run scraper
Allow for updates to schedule without restarting app first

Put on pause until I vastly refactor my codebase
