Planning: space for working groups #10

We probably want sub-spaces for the various working groups to publish things. And on the main site, a list of the active and past working groups.

I think we need three categories or "status" indicators: provisional, official, and retired. And obviously, a given WG is likely to move through all three over time. Probably the primary distinction we need to make visually is active vs inactive (which may still have relevant work product or information to present). The status details (e.g. provisional vs official) is probably just a note presented in the "metadata" for the WG (e.g., the introductory material on their page).
