Planning: need a section for CASS organizational documents #6

Hopefully, the charter will be officially finalized today, and within a week or two the by-laws as well. We need a section on the site to provide these documents to the public. I can imagine it might be part of an "About Us" section, or something more specifically about the organizational documents. We probably want a page with some explanatory text, along with links to PDFs of the key documents. We could consider publishing the documents in HTML form, but I'm not sure it is worth the effort to produce and maintain them (in addition to PDFs).
