Update Bulk Uploader to allow users to upload the generated course report #415

It would be nice for the users to be able to download an excel list of all courses and to be able to upload them back through the bulk uploader. It shouldn't be too bad, as most of the logic has already been created for reading the CASS custom excel course sheets.
