Update launcher.desktop for translate option menu on icon

@dabou thanks for this! You actually don't need to update the .desktop file, as that should be taken care of by the translations system. Were you not seeing translations for Ephemeral’s launcher on your system?

@cassidyjames ok, i changed the PR to take the fr.po file only.
