Added Portuguese(pt) to LINGUAS file and Portuguese(pt) .po file to Ephemeral (extra folder also) #270

I added the "pt" language to the LINGUAS file(extra folder also) and created and translated the .po file (extra folder also) in Portuguese(pt). In the extra folder the translation of the pt.po file still incomplete but I'll be finished soon.

You are welcome. Glad to help the elementary project as well as the curated apps. By the way, weblate translations have been blocked for a few days ... (although I keep the portuguese(pt) translations 100% trnslated). When will they be available for translation?
