Unable to add Narrow Match for a concept scheme #1354

@Lomilar As we discussed in the meeting this is the concept scheme(https://apps.credentialengine.org/publisher/ConceptScheme/?frameworkctid=ce-a17a0fe8-c455-4b8d-af57-1ced84de6f9c) and the NarrowMatch(https://credentialfinder.org/resources/ce-6a9703ae-c455-419e-adc0-45847104178a) we've been trying to add to the third concept.

Verified this and was able to add a Narrow Match
