Add ability to align competencies to a credential (etc.) as part of an import process #690

@woodkri @Lomilar Credential Engine would like to enable aligning a credential, assessment or learning opportunity to a framework as part of the CaSS framework CSV upload. CE will provide an (proposed) API to handle

Aligning all competencies to a credential (the framework CTID and credential CTID would be provided)
Aligning a list of competencies to a credential (a list of competency CTIDs and the credential CTID would be provided)

There could be two scenarios:

If a CTID for the target thing is provided on the framework row, then all competencies will be aligned to the framework
Or a CTID could be provided on the same row as a competency, then a separate call would be used for the single competency and credential

The processing of this alignment would likely be done after a successful upload.

@mparsons-ce & @jeannekitchens, we don't currently have a property in CTDL-ASN to handle such a relationship.

We also don't have a means for CaSS to edit a Credential. The relationship here won't scale either. This is not the intended design of CTDL-ASN.

The Credential needs to reference the Competency, as it works now - not the other way around.

Is this meant to be some bit of UI/processing on our end (not CaSS's) that allows a user to upload a spreadsheet that results in credential data referencing competencies?

If so, that's something we need to do, not CaSS.

Isn't this part of the discussion with the Open Skills Network project? Discussions there just barely started there yesterday. This seems premature.

Sorry for the confusion. I had indicated that CaSS would have to call a publisher API to do the alignment.

As in the current process from the CaSS editor, the alignment is on the credential, etc. I was not suggesting adding anything new to the framework schema.

This is unrelated to OSN. We need to better integrate the interface to support bulk uploading competency frameworks with our other bulk uploads and I don't know why the word align is being used here.

Meeting capture Fields for now: Credential, Assessment, LearningOpportunity (correct if you want different field names for the spreadsheet)

To set this up I will need:

API details
Organization's API Key (possibly passed through with the identity postMessage)
