Publisher name and URL are not being assigned on import from IMS Case #977

@woodkri Jeff Grann and Scarlett have separately reported issues while trying to publish a framework originally imported from IMS Case.

The issue is that the publisher URL and publisher name are not assigned as part of the import. The latter are required for publishing, so the publish attempts fail.

Shouldn't the latter be assigned in the same way when a new framework is added?

Also, the Creatorproperty had text instead of a URL. Sandbox: Next Generation Science Standards image
