Cleaning up docker launch #50

Fixed issue where the ascent sitl gps was taking longer to initialize.

@jfkeller Awesome thanks! Seems like there's some merge conflicts, could you take a look?

It seems to be referencing "ros_ws/src/robot/autonomy/5_behavior_managers/central/config/core.perspective". Think we deleted central/ and moved it to robot_bringup/
