Create IP table for robots and devices #44

From what I can tell, management of IP addresses is ad-hoc at the moment. Once we have five robots and several GPS backpacks, we will want consistent management of addresses.

Storing IP addresses in the mf script may work for now.

We may find an ip table useful if we have to reference ip addresses elsewhere or to facilitate changeover in the address space to match the radios.
